Seems so simple doesn't it? Makes you wonder why more companies don't do it!

Jacque - The sense of purpose you accurately discuss is best articulated through the value system driving the company culture. My hunch is that where there is a significant disconnect between executive and employee perceptions, culture plays an important role. Pay may be a culprit, but as you point out, purpose trumps pay the majority of times.
