The old saying was, "the best predictor of this year's bonus is last year's bonus." Hasn't that changed, yet?

I agree to some extent, that higher performers should get a larger bonus, but effort should also be rewarded. If someone's working hard, they need to get rewarded for it or else why should they. IN other words, there needs to be more objective measures for bonuses and other pay. The more objectivity you have and the more those standards are advertised, then everyone knows that x = y. That's fairness.
