Can't think of any better way to keep employees away from HR --- "It's the policy".

Haha, when I had to make my license in the US, the DMV told me that my foreign license was not in English ergo I had to retake the written and driving test again. I had my international license with me and they still said the same thing.

I think training/coaching makes a whole lot of difference in communications. When someone says, "That is policy" and nothing else it makes me thing they they don't understand it or they don't agree with it either. Once a while someone will say, "I know it's stupid but.... it's policy."

No one ever got fired for buying IBM. (An oldie but goodie)
