Sadly, when asking why the US merit will be 3% for a long time, I was given dirty looks. I tried explaining that the market is changing and that the economy has recovered significantly, given the increasing voluntary turnovers and job posting. No one was buying it. Oh, well...

Hi Jules. Thanks for the comment -- I am with you. The thing is, that's why I included the specific questions. The conversation starter at this point is not, "Why 3%" but "Why, or in other words "in what way," does that number have meaning for 2016, given our business strategy, talent strategy and so on." If those discussions aren't happening before the decision is made, then I'm afraid companies can't claim to have a compensation strategy -- all they're doing is running the numbers.
