It is a 2-way street, but the employer carries a greater responsibility to keep up with inflation because they "turn the dial" and they have obviously collectively failed to do so. Employees have the responsibility to control their expenses and savings, but if there's not enough money coming in to cover the basics, how can they be faulted?
