Excellent points, Chris! You want to reward and reinforce the application of demonstrable knowledge, skills and abilities that produce good output results. Where and how they acquired the KSAs is basically irrelevant.

Many a highly credentialed scholar who has successfully passed academic examinations can't make proper use of the textbook learning in real life situations. What they do with their talents is more important than how they acquired them.

Someone once said “It’s what you do with what you have not what you have that counts.”
