In my long private sector personal general HR and specific Management Development experience, literally every backup candidate undergoing careful grooming who was rated "not yet ready for promotion" was indeed quite ready when suddenly called upon. Inevitably, after the unanticipated loss of an incumbent with pre-selected backups identified as "still not ready", the "immature" replacements rushed into the gap to fill the important slot turned out quite competent, indeed.

Of course, many factors might have applied: (1) management may have been unduly skeptical in their "readiness" category assignments; (2) everyone who signed off on the emergency "premature" promotion may have created a self-fulfilling prophesy; and those particular private sector employers may have been exceptional in the preparation and support they supplied to their premature promotees.
